Cisco generically identifies as straight, but he's open enough (and confident enough with himself) that if an opportunity presented himself to be intimate with a guy, I don't think he'd be adverse. Currently his list at Sanctuary is thus:
Miia – He's honestly sort of afraid of her, but he likes her, and I think, if she was amorous toward him, Cisco would be on board.
Lee Danvers – Cisco has a thing for females with super powers and wings. Also he thinks she's pretty.
Maggie Donnelly – Cisco loves coffee shops, so I can see him meeting Maggie at hers and being immediately enamored.
Leonard Snart – Yeah, Cisco is just as surprised by that one as everyone else. He doesn't like Snart, and yet he likes him.
Thea Queen – Cisco knows Oliver (sort of) and Thea is sort of infamous. And gorgeous.
